A group of business owners voiced strong opposition to the Al Fresco dining program on Federal Hill during a heated meeting Thursday night. The initiative, which allows restaurants to set up outdoor seating in public spaces, has been a staple of the neighborhood's summer scene for years. However, several shop owners and residents argue that the program has outgrown its welcome, citing issues with noise, lost parking spaces, and declining foot traffic for non-restaurant businesses.
"We are not against outdoor dining, but the current setup is hurting local retail," said one store owner who requested anonymity. "Customers cannot find parking, and the street closures make it hard for people to browse our shops." Others echoed similar frustrations, noting that the extended hours and amplified music from some venues have turned the area into a late-night party zone rather than a family-friendly district.
Supporters of Al Fresco, including many restaurant owners, defended the program as a vital economic driver that saved businesses during the pandemic. They argue that the outdoor seating brings life to the neighborhood and attracts tourists. But opponents counter that the benefits are not evenly shared, and they are calling for stricter regulations on hours, noise levels, and the number of tables allowed.
City officials were present at the meeting and promised to review the feedback before making any changes to the program for the upcoming season. No final decision was made, but the tension in the room made it clear that a compromise will not come easily.
