Arthur Mensch, the chief executive of French artificial intelligence company Mistral, issued a stark warning to European leaders: the continent has roughly two years to secure its own AI infrastructure or risk permanent dependence on the United States. Speaking at a technology conference, Mensch argued that the future of AI dominance will not be decided by algorithms alone but by who controls the essential physical resources behind them.
According to Mensch, the real battle for AI supremacy comes down to three critical elements: advanced semiconductor chips, abundant energy supplies, and massive computing infrastructure. He stressed that Europe currently lags far behind the US in all three areas, with most cutting-edge AI hardware and data centers concentrated in American hands. Without urgent investment and coordinated policy, he said, European companies and governments will have no choice but to rely on US-based cloud providers and chipmakers for their most advanced AI systems.
Mensch's timeline of two years is based on the rapid pace of AI development and the long lead times required to build chip fabrication plants, secure energy contracts, and construct data centers. He called on the European Union to treat AI infrastructure as a strategic priority similar to energy security or defense. The Mistral CEO also warned that the current regulatory environment in Europe, while well-intentioned, risks slowing innovation and pushing AI talent and investment to the US.
His comments add to growing concerns among European tech leaders that the continent is repeating past mistakes by failing to build its own digital infrastructure. Without decisive action, Mensch concluded, Europe will become a permanent consumer of American AI technology rather than a competitor in the field.
