NSF deploys $250 million to restart Small Business Innovation Research & Small Business Tech Transfer programs, including a new $40 million pilot emphasis on next-generation scientific instrumentation

The U.S. National Science Foundation has officially restarted its Small Business Innovation Research and Small Business Technology Transfer programs, committing $250 million to support startups and small companies across the country. This renewed funding includes a new $40 million pilot program focused specifically on next-generation scientific instrumentation.

The move marks a significant reinvestment in early-stage technology development, particularly for ventures that are too risky for private capital but hold strong potential for commercial and societal impact. The SBIR and STTR programs have long served as a bridge between academic research and market-ready products, funding everything from advanced materials to artificial intelligence tools.

The new pilot emphasis on scientific instrumentation aims to address a growing gap in the domestic supply chain for high-precision lab equipment, sensors, and measurement tools. NSF officials noted that many critical instruments used in U.S. research labs are imported, and domestic manufacturing capacity has eroded over time. By directing $40 million specifically toward this area, the agency hopes to spur innovation in hardware that can support everything from climate monitoring to biomedical imaging.

Applications for the funding rounds will open in phases, with priority given to proposals that demonstrate clear technical feasibility and a path to commercialization. The NSF expects the program to support hundreds of small businesses over the next year, with awards typically ranging from $200,000 to $1 million for early-stage research and development.
