A new proposal in the California legislature is drawing sharp criticism from design professionals and small business advocates, who argue it represents yet another unnecessary burden on the state's economy. Assembly Bill 1796 would create a costly and bureaucratic licensing scheme for interior designers, a move critics say could force most of the state's 2,000 certified interior designers out of work.
Under the proposed law, designers would be required to meet specific educational requirements, pass a state-administered exam, and pay annual licensing fees to continue practicing. Supporters claim the measure is needed to protect public health and safety, particularly for projects involving structural changes or building codes. But opponents counter that the existing market already regulates itself, and that the new rules would primarily benefit a small group of large firms while crushing independent designers and small studios.
The bill is being held up as a prime example of California's hostile business climate, where red tape and high costs often stifle entrepreneurship. For many interior designers, the added expense and time commitment of obtaining a license would make their work financially unviable. The result, critics warn, would be a less competitive market, fewer consumer choices, and a loss of creative talent leaving the state for more business-friendly environments. The debate is expected to intensify as the bill moves through committee hearings in the coming weeks.
